Who Should Attend
Personnel who shall be considered as On-Scene Commanders, who will assume control of the incident scene above the level of the First Responder Awareness Level. These individuals will coordinate the initial response operation conducted on-site. The On-Scene Commander must have received training equal to or exceeding training at the First Responder Operations Level.
